It appears to be a fire dept. drill tower, much like this one: http://www.walthamfire.com/training/drill.html. The reason it's painted pink is that it's a well-known fact that every fire fighter's favorite color is pink. Also, if you added two stories to my house and took out my neighbor's houses, that's pretty much exactly what it would look like.
